In October 1999, the Commission on Education Finance, Equity, and Excellence was created to review current financing, formulas and accountability measures for education (Chapter 601, Acts of 1999). The Commission is to recommend ways to ensure statewide the adequacy and equity of funding for students in public schools, including those in early childhood education, as well as excellence in school systems and student performance. Because current educational funding initiatives expire at the end of FY2002, the Commission also is charged with determining whether to continue current formulas, supplement them with targeted grants, and otherwise provide for a smooth transition.
On January 3, 2000, the Commission submitted its preliminary report to the Governor and General Assembly. An interim report was submitted December 15, 2000.
