In September 2000, the Special Commission to Study Sexual-Orientation Discrimination in Maryland was formed by the Governor (Executive Order 01.01.2000.19; Executive Order 01.01.2000.22).

These recommendations are to include legislative proposals for introduction during the 2001 session of the General Assembly, as well as proposals for executive action if deemed appropriate.
The Commission submitted its interim report to the Governor on December 15, 2000.
